School student dies
Staff Reporter

CHENNAI: A Plus-Two student of a residential school in northern suburb died on Wednesday.
Police said the student, identified as Mohammad Bilal (19), was studying in 11th standard. Since he was not present at the morning wake up call, a search was conducted on the campus. He was found lying in an unconscious state in his hostel room. Immediately, he was rushed to Apollo Hospitals, where doctors declared him “brought dead.”

Since his parents are in Saudi Arabia, Lok Sabha MP J.M.Haroon, a relative of the boy, is the local guardian, police added. When contacted, Mr. Haroon said that there were a few marks below the eyes of the boy. Some blood stains behind the head were washed with soap, he alleged.

The school chairman’s secretary G. Prabhakaran said when the wake-up call was given at 5.15 a.m., Bilal was not present.

When checked, he was in his room and had improper breathing. Immediately, the resident doctor, who attended on him, found that his pulse was dropping. Hence, he was rushed to the hospital. Last month he fainted following which he was given treatment, Mr. Prabhakaran recalled.

The Kavarapettai police have registered a case under Section 174 Cr.PC. A senior police officer said that a case of unnatural death has been registered. Based on the post-mortem report, further action would be taken, he added.

Suicide brings neglected issue into focus @ Velammal School, Chennai in 2003

Corporal punishment: Suicide brings neglected issue into focus
By Ramya Kannan

Chennai June 14. When Ramu Abhinav took the extreme step of committing suicide following harassment at a city school, the boy helped to drag into the limelight an issue, which has for long been wished away, denied or, worst, defended vociferously. It is now clear that the retrograde practice of corporal punishment, supported by the law in Tamil Nadu, not only exists but is reaching alarming proportions.

Encouraged by the school management, some teachers still believe in `caning' the child or meting out other forms of torture. In February this year, Caroline Daffadil of the Jaigopal Garodia Government School at Ponneri, near here, was hit with a bound register by her Botany teacher. She swooned and remained unconscious for nearly two hours, without medical attention. Later, neurosurgeons said those two hours were crucial and lack of intervention then caused her physiological problems. Caroline still has problems with her neck and requires physiotherapy. Ironically, says Caroline's uncle, Peter Morwin, the teacher, who hit her has been recommended for the `best teacher' award. Nearly four months ago, about 15 children in a government Adi Dravidar school in Kancheepuram were made to crawl on their knees in the hot sun for "talking in class". Earlier, in March 2002, 150 children of the Little Angels Matriculation School at Thorappakkam here were made to stand out in the sun for nearly two and a half hours for non-payment of fees.

Child Line, phone outreach programme for children in distress, received a call from a child, who had been beaten up severely in a school near Vadapalani here. Its volunteers later helped in the transfer of the girl, who was so traumatised that she could not go back to the same school.

As for the Velammal Matriculation Higher Secondary School at Mogappair, in which Abhinav was a student, complaints have begun pouring in of corporal punishment. "There is actually a room — `cell' — in the school. They use the room to `coach below average students'. However, teachers do hit the children when they do not perform well in examinations," said a former student. The principal, however, denied that corporal punishment was being encouraged.

There have also been several cases of `torture' reported from private schools at Tiruchengode and Rasipuram in Namakkal district, according to S.S. Rajagopalan, educationist and campaigner against corporal punishment. He said punishment only retarded a child's capacity to learn. "In their enthusiasm to see that their children do well, parents sometimes force them to stretch beyond capacity. In this process, they do not even take cognisance of the fact that their children are beaten up at school," he said.

Ossie Fernandes, convener, Tamil Nadu Child Rights Protection Network, said the problem still persisted. For, "clearly, the Education department has never treated it seriously. The existing Tamil Nadu Education Rules permit corporal punishment in schools. Fortunately, it has been removed from the new revised rules, recently drafted. The Government must ensure that the new rules are passed without any delay."

Meanwhile, the Network has formed a fact-finding committee, which will go into the suicide by Abhinav and the alleged harassement by Velammal school authorities. A team of parents of students studying in the school has also decided to form a committee and take up independent investigation. It is also contemplating sending a complaint to the State Human Rights Commission.

The Mathematics teacher, Kannappan, who was arrested yesterday, was today remanded to judicial custody for 14 days by the 19th metropolitan magistrate here.

Slapped for skipping school on b'day, Indian boy commits suicide

NEW DELHI (dpa) - An Indian student, who skipped school to celebrate his birthday, committed suicide after he was allegedly thrashed by his teacher, a news report said Sunday. Sixteen-year-old P.S. Ramu Abhinav, a class 10 student in the southern city of Madras [aka Chennai], was found hanging from a ceiling fan in his house, the Indian Express newspaper reported.

He left behind a note saying he was killing himself because he "did not want to go to school". A day earlier, Abhinav was allegedly beaten by his math teacher for missing classes. The student had not gone to school because it was his birthday and his parents had planned a celebration, the report said.

The math teacher, Kannappan, has been arrested, following a complaint by the boy's father, the newspaper said.

Corporal punishment continues unchecked in several Indian schools, with many teachers and even the administration believing it is the best form of discipline.

In February, a school student near Madras fell unconscious for about two hours after her botany teacher allegedly pounded her with a hardbound book, The Hindu newspaper reported.

The student, Caroline Daffadil, received no immediate medical attention, continues to have problems with her neck and requires physiotherapy every day, the report said.
Earlier this year, 15 children from a government school near Madras were made to crawl on their knees beneath the scorching sun for talking during class, The Hindu reported.
S.S. Rajagopalan, a relentless campaigner against corporal punishment in schools, told The Hindu, "In their enthusiasm to see that their children do well, parents sometimes force them to stretch beyond capacity. In this process, they do not even take cognisance of the fact that their children are beaten up at school."

Others say the state government's Education Department does not take students' complaints seriously. The southern state of Tamil Nadu, of which Madras is the capital, permits corporal punishment, the report said.

Parents of students in Abhinav's school have formed a committee to make an independent investigation into the incident and will draft a complaint to the state's Human Rights Commission, The Hindu reported.

People's Union demands action against Velammal School

CHENNAI: The People's Union for Civil Liberties of Tamil Nadu and Pondicherry, has called for stringent action against the management of Velammal School and the teachers responsible for the incident which led to Abhinav's death and for the beating of other students in their fact finding report on the suicide and conditions in the school.

In addition to paying suitable compensation to Ramu's family, the report also calls for investigations into the suicide of Thoufeeq, a student of the same school, in December 2001.
According to V Geetha, an activist and PUCL member, the objectives of the fact-finding committee was to determine if Ramu's death was caused by any external factors 'besides bringing into light the conditions in the Velammal Matriculation School'. "Our enquiries have shown that Ramu's death was not due to family problems or any external causes but the school was solely responsible for it," she said.

The report also recommends that the 'academicians and educationists be involved in the management of schools and this be made a pre-requisite for licensing schools and their renewals'.

"The Velammal Trust has chosen to appoint family members as Chairman, Director, Correspondent and Secretary and this has contributed to the general lack of professionalism and understanding in the school management."

"The Correspondent and the higher management, instead of checking the teachers and preventing abusive practices, have themselves engaged in corporal punishment of students," she added.

"The Management places extreme pressure on the teachers to bring out good results, and the teachers in turn use all forms of pressure, including torture," said Sheelu of the Tamil Nadu Women's Collective and a member of the fact finding team. "The very structure of the school involves violence against students. Punishment is so frequent that it has essentially become a form of torture," she added. Members of the fact finding team told the Press that the chairman of the Velammal Matriculation School declined to meet them after having given them an appointment. "We waited for over an hour and left," said T S S Mani a PUCL member.

The team members also emphasised that the aim of the report was to bring about a change in the education system as a whole. "We are not targeting Velammal alone since we know corporal punishment exists in most schools. We want to see a long-term effort at reforming the system to ensure that it is learning oriented rather than performance oriented," said Geetha.
The team compiled the report after meeting present and former students from Velammal Matriculation School and their parents and those of Ramu and Thoufeeq, the Deputy Commissioner of Police, Anna Nagar, who is investigating the case and Dr. C Manohar the postmortem examiner.

The report has been submitted to the Education Minister, the United Nation High Commission for Human Rights, the State and the National Human Rights Commissions and the Directorate of School Education. Boy’s death in school hostel sparks a row
Thursday September 13 2007 11:13 IST
Express News Service

CHENNAI: The death of a class XI student inside the dormitory of Velammal International School hostel in Ponneri near Chennai early on Wednesday has sparked a row with his local guardian alleging that he was murdered.

School authorities, however, insisted that the boy, Mohammed Bilal (19), had died due to medical reasons. The police have registered a case of suspicious death.
The boy’s parents are based in Saudi Arabia and Periyakulam Congress MP J M Haroon was his local guardian. On Wednesday, school authorities had brought Bilal to a corporate hospital in Chennai where doctors declared him dead.

Relatives and his guardian who examined his body, however, raised suspicion over the cause of his death and demanded a thorough investigation by the police. Bilal was physically fit and an active basketball player in the school. We found blood clots on his eye and ribs. There were even traces of soap on his head, which makes us suspect if someone had attempted to wash away the blood stains, Haroon said at the hospital.

However, when contacted, a member of the school staff, preferring anonymity, said that Bilal was suffering from low blood pressure and epileptic attacks and there was nothing unnatural about his death.

Chennai, Sept. 13: Lok Sabha MP, J.M. Haroon, the local guardian of 16-year-old Mohamed Bilal, who was found dead on Wednesday morning in his hostel room in an international residential school in Kavarapettai in Thiruvallur district, has alleged that the boy was brutally murdered by representatives of the school management. He claimed on Thursday that that there were at least 10 incidents of students being assaulted for questioning certain tyrannical systems existing in the school during the last few months.

Although we have not received the postmortem report so far, I strongly feel that the boy has been murdered by the school authorities, the Congress MP from Periakulam in Tamil Nadu alleged, speaking to this newspaper. The postmortem was conducted on Thursday at the general hospital in the city. Bilal was found dead under suspicious circumstances in his room with blood oozing from his nose. The police has registered a case of death due? to unnatural causes under section 174 of the IPC. According to the police, one? one of the hostel staff members noticed the boy, a class XI student, lying inert on the floor, when he came to call all the students for their morning walk. He informed the school administration, which in turn, rushed him to a corporate hospital in Chennai.

He was declared dead or arrival by the medical staff there. While the police said that the boy might have committed suicide due to various reasons, Mr. Haroon said that the injuries on the body indicated that it was a case of murder. According to the information I have received from his school mates, Bilal was bleeding from his nose and mouth. His excreta was found in the room.? But he was taken to the hospital after washing his body and without his night dress. Mr. Haroon said.. He alleged that there were at least 10 incidents of students being assaulted in the particular school over the last few months.

Many students had to have their wounds stitched after being assaulted by representatives of the management for questioning the system.

The victims were later told to sign a paper stating the injuries were caused by their own carelessness, the MP claimed. He said he was receiving a lot of calls advising him not to press for an inquiry and maintained he had to fight with the district authority to order a RDO inquiry into Bilal’s death. He was the only son of Shahul Hameed, an executive manager in a private company in Saudi Arabia. The police on Thursday said it was waiting for a postmortem report into the matter and could not comment.
